NZ never had a revolutionary war. So NZ was never a newly emancipated country, with a set of leaders, fresh from conflict, who saw a need and felt motivated to enshrine the public's right to own firearms for fighting a hypothetical boogaloo. We separated from the British, peacefully, over time, and essentially just took a copy of their legal system. That legal system pre-dated firearms, so firearms aren't mentioned in its foundations. Because the RTBA wasn't expressed in it as a right, firearms ownership was always just waiting to be legislated down to a privilege. Which it eventually was. Privileges can be restricted more easily, and legally, than rights can. The same as Australia, Canada, and the UK itself.
