At the risk of getting flamed by the whitebait purists, I have a recipe that I'm wanting to give a go and I'm happy to let you be the Guinea Pig.
I have a base recipe for potato and carrot fritters... basically grated spuds and carrots. Wash in colander to remove potatoe starch then hand mix with a couple of dustings of flour. A very light smattering of red onion, salt and pepper. Cook in frying pan with plenty of oil. If done correctly you get these outstanding crunchy fritters. Last time I whipped them up I thought - damn these would be fantastic with a huge dollop of whitebait on top. You'd have to make the traditional egg and flour mix for the whitebait then add the whitebait towards the end when the potatoe fritter is getting close to being cooked. End result should be outstanding. In theory.
