You could buy your own, as you could wear out a cutter on a stock refurb, esp on a recut. Steves Wholesale is the Bembart agent and sells individual parts. I bought a handle and a couple of cutters for a lot less than a kit.
If your stock already has checkering why not mask the area and get into it with some stripper and a tooth brush, comes up mint and no risk of an over run / slip with a checkering tool.
I bought a set off Ebay a few years ago (appeared to be unused). I found that the cheapest way to purchase. Previously, I tried making some out of small files (instructions somewhere on the internet) but didn't get very far with that.
