5 Dealers to be licensed
(1) No person shall—
(a) in the way of his business, sell any firearm, airgun, pistol, or restricted weapon; or
(b) manufacture for sale any firearm, airgun, pistol, or restricted weapon,—
unless he is the holder of a dealer’s licence issued to him under this Act by a commissioned officer of Police.

Correct. A holder of a standard firearms license is entitled to manufacture their own A category firearm, provided it is for their own use. If they subsequently sell it when they have finished with it then that is legal. The time lapse between manufacture and sale is the critical element. A few weeks would be too little, but 6+ months should be OK. Any private manufacture of firearms is subject to Sec.59 of the Arms Act which deals with 'Unsafe Fireams or Pistols' and under notice in writing requires any owner to have the firearm repaired to a safe standard or surrendered to the Police, based on the opinion of a Commissioned Officer of Police. Any such notice is able to be appealed under Sec. 62, and would be easily overturned by expert opinion if the firearm was actually safe.
