manufacturer of a firearm is it legal in nz

i wish to make a gun i am designing and wondering if it is legal or do i need some type of permit i have a standard A cat gun licence and if it was made to A cat specifications do i need anything else then that.

    P.S
at the moment this is theoretical. would have to find out if it would work and it would only be using 22lr ammo at least to start out to see if it would work if it made it past the drawing board

You can make it, but there are some rules if you are going to sell it.

You need a Dealers Licence if you are going to manufacture/make money from it.

    Licensed dealers
    5 Dealers to be licensed
    (1) No person shall—
    (a) in the way of his business, sell any firearm, airgun, pistol, or restricted weapon; or
    (b) manufacture for sale any firearm, airgun, pistol, or restricted weapon,—
unless he is the holder of a dealer’s licence issued to him under this Act by a commissioned officer of Police.

I broke that law in 1979 I think, just once. Best Ive seen was a revolver made by Neil Hayes back in the 70s/80s Was very cool, he had it in a frame on his wall

So what does "in the way of his business" and "manufacture for sale" mean?

Sounds to me like there's nothing wrong with making a firearm for your own use, then one day tiring of it and selling it.

Correct. A holder of a standard firearms license is entitled to manufacture their own A category firearm, provided it is for their own use. If they subsequently sell it when they have finished with it then that is legal. The time lapse between manufacture and sale is the critical element. A few weeks would be too little, but 6+ months should be OK. Any private manufacture of firearms is subject to Sec.59 of the Arms Act which deals with 'Unsafe Fireams or Pistols' and under notice in writing requires any owner to have the firearm repaired to a safe standard or surrendered to the Police, based on the opinion of a Commissioned Officer of Police. Any such notice is able to be appealed under Sec. 62, and would be easily overturned by expert opinion if the firearm was actually safe.

I believe that I inadvertently made a revolver when I was an apprentice.

The foreman was giving me little parts to make over a period of a week or two, wasn't until he had me turn up a six shot cylinder that I tumbled to what he was up to.

He had me turning up a bronze canon and one stage too.
