Clean it with acetone and sand or scuff with 40 grit so the surface is really rough. Drilling a few shallow keyways also helps. Epoxy would be my choice but polyester (fibreglass) would be fine. If you want to use micro balloons get one that is low viscosity or mixing will be too difficult. Devcon on its own should be ok though. Ive bedded a few plastic stocks and this shouldnt be too different, just make sure you do a big enough area to spread the load adequately.
