That's the only benefit I see. Otherwise it's going to cost me money and they will no doubt limit the number of rifles I "need" at some point.

Think you'd find the ones who wish to pass on to "non licensed or criminals will "forget" to registrar the items needed. Probably well stocked prior to registration deadline.
