The silly thing is if you put the stats into context they are pretty meagre. Take the NYC ones, a quick google shows they confiscated 10 x as many illegal handguns in half the time (vs the ghost guns) - so it would indicate that ghost guns only make up less than 5% of the illegal guns on the streets of new york.
Maybe because handguns have been in production longer than ghost guns so theres more of them. I think plenty of old timers had a hand gun stashed somewhere but didnt broacast it to the world. I know my grandfather had one. Only saw it once when I was little, a revolver of some kind from memory. Dont know what happened to it...
