It's a right, legally. If you are "fit and proper", you have the right or legal entitlement to apply for and be granted a firearms license. It's a retarded meaningless soundbite either way though. Much like Hore (retarded Maniototo farmer, whom someone obviously has considered to be "fit and proper")

It comes down to how much $ you have & how bad you want your licence back how do you describe fit & proper in the court room ?
