The best welder should be welding, and his boss should be trained as a foreman. It makes no sense to remove your best worker from a role they excel in to see if they are suited to another position. IF they have managerial skills, then fine. Otherwise, have them do what they are best at, and let someone else do what they are best at.
True but surely the bloke that "ends up as the foreman, where their skills don't necessarily translate." will be up against the other best formen and the best of those, will be the guy in charge of formen. The best welder will still be in charge of the welders etc...

As an old man I can tell you it doesn't work like that - the one with the biggest mouth gets the job because he knows how to blow smoke right up your arse.
It applies to politicians, car salesmen, Priests, influencer's and most everything else. No one goes far unless they know how to spin shit - it's the way it's always been.

The bloke who know his shit gets stuck in a position where knowing 'your shit' matters' - he's what makes the world go round, the others are just 'noise'.

Yep , that's why I've always liked the saying " an empty vessel makes the most noise".

Roger Daltry of the Who once sang all those years ago ' Meet the new boss...same as the old boss'. Seems he knew a bit about The Peter Principle too.
