Correct. It was a measure put in place to prevent mentally-unstable/lunatics/gangs(?) from acquiring firearms. It's not bullet proof but the past few decades it has and still works effectively.

Prior to the "fit and proper" test a license was issued, prior to that you just had firearms at your will.
