    ....Diversion of firearms was a significant source of how gangs obtained firearms, he said.

    "Over 70 percent of firearms seized by police are rifles and shotguns that can be obtained by standard licence-holders."
    Now re-read that last sentence, he's not saying they are obtained by license holders, he is saying they CAN be obtained. But he is implying they were obtained by license holders. Weasel words if I ever saw them. It tells you a lot about Richard Wilson.
