    Schedule 2. ‘Safety Ammunition’:
    Sporting ammunition is UN0014 1.4S, ‘whether smokeless or black powder, centrefire or rimfire’. So yes when declared and packaged to meet the airlines policy (This case Air NZ as per link above).
    Schedule 3. ‘Other Explosives’
    Loose Black powder is UN0027. 1.1D... so no.
