For both a renewal and a first time licence. Spouse, partner or next of kin are face to face. If none of these are in NZ then someone who knows you well and always face to face.
For a renewal licence, the unrelated referee (in the unrelated referee section) can be a phone call.
For a first time licence, the unrelated referee (in the unrelated referee section) is face to face.
Yeah, like Tasbay said, that seems to be the general rules to the process from my observations.
