Stug, unfortunately for me the manager of my nearest arms office doesn't see it that way and even though he is the one confirming to me that I have the endorsements, he and his office will not sign off on a permit to procure. I am totally frustrated by the lack of momentum and enthusiasm they have towards being helpful.
