If the “they” you refer to are the NZ Police and the “foul up” refers to having issued a firearms license without having determined that the referees should nominated by Tarrant should not have been accepted as referees then the NZ Police (Mike McIlraith) have/has already admitted and accepted that they got that wrong.
Interesting that in several places the article states that “information from the RC inquiry was withheld from the public” ….really ??!! Not only were the terms stacked (to protect the narrative) but then “inconvenient truths” were covered up. WTF ?!

Interesting the comment that someone made in the article that even if he hadn't been granted a license it might not have stopped him, just made it a bit more difficult to get the gear. Not sure I agree with that, bit hard to buy bulk ammo in NZ without a license for one!
FWIW He mentioned in his manifesto that he considered other methods of attack but chose firearms for maximum political impact.
