2 c) ensuring that no firearm in the holder’s possession is left in a vehicle that is unattended.
If the firearm is in a vehicle and there is someone in attendance (hopefully not someone who intends to steal the firearm) then that should be legal. It's reasonable to assume that attendance means in the presence of? Therefore, someone in attendance could be someone next to the vehicle, whether locked or unlocked.
I would think that's correct, although I don't know what the Land Transport Act 1998, if anything, says about it because I'm too lazy to look it up.
