Quite true that you don't HAVE TO surrender your licence.
What will happen though, if you are still absent NZ, is that come renewal time your licence will be revoked. If you then choose to return to NZ - interesting times ahead.
My employment took me overseas for many years and knowing that return to NZ would be a distant horizon, I voluntarily surrendered my licence. The licensing officer in the district I was leaving confirmed to me, in writing, the surrender.
When I eventually returned to NZ the licence application could not have been easier and I was re-issued with a licence that bore the same number as the one that was surrendered many years previously.
As the saying goes, YMMV.
