An easy one would be to show how much it was all going to cost.
Plus with tough times, too much of a user pays increase just wouldn't work.
Ergo save your money and put it somewhere that needs it way more.

I suspect that is how it will have been sold - "we've got no fucking money, and this is going to cost a fortune for no measurable benefit...."

Administration of policy by the Firearms Authority etc. move from Police "to another department such as the Department of Internal Affairs."
