Open area hunting permit - Defintion of vicinity?

I've just got another permit online via the DOC website and had a careful read through the standard conditions. What's your thoughts on this rule as I want to comply with it but not sure what is reasonable interpretation of 'vicinity' and 'in a manner'.
In a manner I assume is common sense, don't piss people off, don't be stupid or play rambo but what in vicinity is is not so clear. I'm thinking keep rifle attached to pack while on main track (I'll be on Queen Charlotte track sometimes) and no bang until at least 200m from the track, 500m if possible, plus obviously the usual 7 safety rules. Reasonable?

    6. No firearm shall be discharged:
    • In the vicinity of huts, tracks, campsites, road-ends or other public places.
    • Within 500m of a Great Walk Hut or track.
    • In a manner that endangers, frightens or annoys members of the public, or that endangers any
    property.

I know there's dozens of goats living in the clearing at Davies Bay. The clever buggers have learnt what vicinity means!

It means anyone can complain about you if they even just feel annoyed so don't do dumb stuff. Otherwise your fine.
