Nope, with the new Health and Safety Act, no one is exempt. Everyone has to follow the process. From memory, both Army and Police have been taken to court under it, with individuals facing criminal charges and the organisations facing massive fines.
It is present in the military and imo it has ruined the quality of training the Army for instance can provide.
They are supposed to train as they fight.

It fits everything that seemed shaky about the situation. The smell of powder at street level, the implausible interval between shots, everyone was looking everywhere around them for the shooter, why the autopsy was so spooked out, the very reason it was suppressed, bullets coming from directions that couldn't possibly happened etc etc. In my head it doesn't even remotely seem a mystery any more. There are loads of theories, and most have holes in them that you could drive a bus through (even though it was filmed from several angles before, and one during -in 1963!) and this one fits everything so neatly it really HAS to be right!
