    If a concrete floor has under-floor heating how would the cabinet be attached to the floor without possibly seriously damaging the heating elements?

    Find a different spot in your house to put it or hope you get lucky.

    I think it says 2 different surfaces? So I guess you ask your AO for an exemption on the floor bit because you have underfloor heating.
