The whole MSSA thing was just a move "to be seen to be doing something" rather than fixing the actual issues that existed. Police already had the powers/legislation to fix the issues before the incidents, and were warned that they should use those powers before something happened. Police had to ask for measures like this to take away attention from themselves for their systematic failure to act in a timely manner. Full scrutiny was avoided. The Mahon Report into the Erebus Disaster was still relatively fresh and I don't think they wanted anything like that looking at them.
