    The State of Queensland went one better than that.
    If you leave your vehicle unattended, meaning more than 3 metres from it, in any "road related area, including car-parks", you must lock it. Windows must be closed to within 5 cm of being fully closed.
    Curiously, it is not a requirement to lock ones home when absent from it, although you might have difficulty with your insurer if claiming a loss because of theft.
