I know one who couldn't be detected... by the very organisation that he worked for... you know the ones actually responsible for determining fit and proper?

How many times have shrinks released people saying they are safe, not suicidal... these are regular news events.

The ability to predict future competance is almost non-existant. This isn't a medical physical examination or a skills test.
