Found a Yankee site selling wad cutters for all sorts of catridges. Their 12g one is 0.735" ??
They seem to be all over the place in size, ballistic products wads are .740” for 12 gauge, they seem to be the most common wads I’ve seen.
Will have to go larger again one I move to brass hulls as they would be .760”?
I used cork tile wads and made a punch for them, works fine

Cork is another option for sure, where abouts are you getting your cork tiles from? It seemed kinda expensive from my quick google around, didn’t find anything thicker than 6mm
If you were careful could you use a bottle jack to press a punch through the pinex. You'd obviously need to secure the punch to the top of the jack ( maybe a bit of tube welded to the top the punch could be contained in).

They have wool felt in various thicknesses as well.
water plus pinex = messy and blown up pulpy fluff....

Those wads look quite good, is that all from felt?
Did you cut them with a hollow punch or something else?
Did you know what they charge for the felt, don't seem to have any luck finding a price
