Swim at the beach won't hurt at all. Antiseptic cream may help, I've used some tea tree based stuff for that in the past, although dog usually licks it off.

Obviously cut the leg holes as big as you can...which sounds like you've done. If we are putting in a big day at the river/pond I'll rub lanoline rub/cream stuff all over Pips belly before putting the coat on, it stops that chafing from happening to her nipples and chest area.
