This sprang into my mind also. I'd be trying to find out what the root cause is first before applying any punitive action. Is he alone when it happens ? Are there any noises that set him off ? My old Rottie used to howl every time the rural fire siren went off and it was over 10 km away. It took me a few weeks before I heard it too and made the connection.
