No question, but the quality of stock (Pedigree) is a major influence on how easy or hard that training may be. When you start with really top quality stock, bred for generations solely for the purpose you have then the training is easier and far more successful. When helping people with their "problem dogs" I often see handlers really struggling because they might have picked the right breed from them, but chose one not well bred for the purpose they have. All dogs are trainable, some are much easier than others.
