    Theres a heap of unanswered questions... How did he pay $1000 for the dog, yet was still not the registered owner? Who owned the dog before? Why was it only flagged as stolen a year ago?
    Sounds like a police fishing expedition with police seeking to gain access by turning up at the door withan inquiry about someone who did not live at the address. Where did the police then get info about a stolen dog from? Why did it take six officers, two of them carrying firearms, to remove a family pet?

    There's 2 sides to this one. Maybe more.

    who from the council decided this man couldnt register dog but then didnt take things any further???

    So did the person who sold the dog steal it from the original owner ?
    Does registration constitute title ?
