I'm with munsey, if I could have brought all my previous dogs at nine months like most sensible farmers do I'd be a happy boy. You have a much clearer picture of what your dealing with at 9 months. Take that as you will - if you go around to see this dog and he is nice without any glaringly obvious faults, grab him. If he isn't, or there is something bad that sticks out about him, he probably will always be that way
