I listened to a fairly detailed RNZ report on this and it wasn't quite as I'd thought. Seems the individual dog people weren't the problem, it was the structure of the racing, which produces (supposedly) large numbers of injuries on the first turn . . . The racing board didn't address this to the extent the powers that be required, hence the shutdown. As a long term (life member) rodeo guy I have been following this and there are certainly lessons to be learned besides just ignoring numpty "antis".
