You may not have a coat that can not be stripped, however waiting until it moults will be your only time to reduce it. They should have a double coat but many gwp have a griffon coat that is similar to what you have going by the photo.. clipping round the head and a bit of dag is all you can do.
Do not shave your dog, what ever outer coat you have will never grow back, particularly for spaniels.
