Ban on using jacketed ammo on steel plates?

Has anyone else's pistol club decreed a restriction on using jacketed pistol bullets on steel plates? It was mentioned at a recent AGM and released in our club range rules, but no idea if this is some sort of local directive by 'The Authorities' or from Pistol NZ. has anyone heard anything like this? I don't know if its really being enforced or not.
