I took a chance on buying over 2kg of 2208 at a good price that was probably over 20yrs old, if not more. Turned out it its still good. Sometimes you get lucky.

The way I read it, is yes, if you get a permit processed -regardless of what its for - it is an activating circumstance.

Floating an idea if you have no luck with replacing shellac.. perhaps wash/lift the shellac off with acetone or some kind of chemical stripper that will not damage the wood, and replace with wax/oil....
