Uphill and downhill is the same shot goes high. It travels less horizontal distance across gravity so the drop is equal to the horisontal distance. (extremely simplified)

With some of the blades and cutting wheels available today, a E cat safe is no hassle to enter. The deterrent needs to be in the courts, not the licenced firearm owner.
