Apparently so. In my googling I saw an old ad saying it reduces recoil by 40-60%. Possibly makes the shooter 60% deafer tho?

The best way to check a barrel is "munted" is clean it and shoot it. Some barrels look ptistine but shoot like shit. Others look like shit but shoot very well.

Have got a spare BSA butt plate you can have free if you want it. I always fit small Pachmayr recoil pads.

Definitely worth restoring if the barrel is OK. I have restored about a dozen old BSA rifles. I love them. I also have spare parts.
