    I wonder if scoops could be made for given capacity, with a particular case, cut off at a certain measurement from the base, braze on a bit of brass welding rod for a handle. Someone must have done...

    Yep that has been done a hang over from the black powder days, A friend use to load .38 Specials with a scoop made from a cut down case with a handle soldered on worked well,
