I believe the problem with a front on chest shot is not hitting bone. This means 2 things. less energy transferred into the animal and less damage from bone fragments. In that situation it's better...

The other option is that the shot was not actually fully front on and the projectile has gone between the front leg and ribcage and has not actually entered the chest cavity at all.
