   In my opinion it is the Police Commissioner that also needs to own this stuff VC. Any good CEO would accept the accountability and responsibility for all shortcomings lays with him/her.

   As you well know there is no minimum foot pound or velocity. All that matters is the projectile used and if it is impacting at a velocity it works well at.
