Nah, sounds like simply a turret/mounting issue. A sloped base should solve this or you could just use Burris Signature rings and play with the sloped inserts.

Im GUESSING your scope ring is too tight in wrong place...reason I say this,old redfield scope I had did this,but in different way,wouldnt go to 9 power,only up to 7x the body had enough give in it...

I would be concerned about firing someone elses handloads without knowing whats in them. Maybe start with some factory loads for initial sight in and pull the handloads down

Rivers to ranges offer a sight in service for a fee, however my understanding is they won't shoot handloads as it's too risky trusting unknown handloads (cold be wrong and happy to be corrected)
