They are a good bullet. My load is 25.5 grns 2206H and its very accurate. Start under that and work up. In my 22" barrel it gives me 3,150 fps so you should get around 3K fps.

Yes. I prefer white hot but if the atmosphere is hazy black is the sharpest for me.
