Have you validated the velocity or just going off chronograph? My optical chroni can be a pain on the arse at times.
I dont hold a lot of sted in the chrono data from a E target, most of them vary from one to the next. I would hazard a guess @ 3000fps. Its a pretty accurate guess as the elevation from my usuall load was very similar and thats been verified with Lab radar and magneto speed at 3009
As long as they have the same point of impact at a hundy then yeah you'll be right on the money
Depends what your end goal is. If it’s hunting deer, then I would 100% go with the faster load at 1 MOA. My reasoning being:
Lack of precision is not what will cause a first round miss. A bad wind call will be however, and 2800 gives less drift than 2600. Consistent 1 MOA groups are more than precise enough and will not limit you till you’re pushing well past 500.
I’m all for less time at the range mucking around with minute load changes, and more time focusing on individual technique.

Using 2206h in a Tikka supervarmint, barrel cropped to 20 inches. 2670 fps with a 168gr TMK. Bout .3 MOA consistently. Has worked well in another two rifles with the 168gr pills

A bit more bang is better.
How you test is more important than what you test.
What I mean is, if you have a hunting thickness barrel then you MUST be more patient.
Let that barrel cool before taking the next shot.
Most barrels will print a similar pattern if you shoot a similar cadence (time between shots).
Ahhhh - I've got the answer, you need to be using H4895. Your rifle is label-fussy!
The other option you can try although at the moment it's bloody hard - is a primer swap. Primers can have quite an effect on the initial pressure curve and bullet initial upset into the leade or throat of the rifling, and this can produce some quite weird results in terms of pressure and accuracy.
