People use H414 because the supply of R17 is so erratic.
I haven't started my load work up for it yet but I am planning on 150ELDX in the 7mm08, using 2209 out of a factory savage. I am basing mine off the load data ADI lists for the 154gr (in the same table as the ELDX in the Hornady book). I will be doing a ladder test from 42.5gr to 46.0gr (or pressure limit), hoping to find a node around 45-46gr.
Some results.
44.5g load was slightly compressed when loading them to 2.8” to fit the Tikka mag.
At 45g I got a faint ejector mark on 1 of the cases the brass but no other signs of pressure.
44.5 looks like a keeper.

That's pretty good. I tried 145 ELDX in my 270 wsm over the weekend, and they seem to be a very accurate bullet (3130fps). I will be keen to see how they perform on deer for you (and me).
My first three shots with eldx with an untried load and length:
I am loading the 150 ELD X for a friend using 2208, It'a for the Tikka T3 COAL is 73 mm to fit the magazine. I use 41 grains and it chronographs at a bit over 2700 fps. He loves them and has shot a number of deer now and swears by them, nothing moves far after a good hit. In his rifle they shoot well.
