Yeah 100%, same here ive given up as it just eats your time and becomes a pain. Now i just tell people that they can come to me and ill teach them or buy the gear and ill come teach them. Id rather go hunting than load for others

Could easily involve a dealers licence though which is not so simple youd need to be full time to make it worth the hassel

Exactly. Any problems and the supposed client/friend points the bone at you. Licence revoked. Licence renewal...oh my mate reloads for me.

dont supply loaded ammo. just do the load work up and supply the recipe. then its no issue.

You don't need a Dealer's licence to sell ammunition. You do need to to notify the police that you intend to be an Ammunition Seller however.

There’s primers out there in shops , I got some yesterday but they have a 1 item per month policy which is actually pretty good

The Act doesn't have ammunition manufacture as a separate thing with specific status so the only thing relevant is the sale.

ah weird. there used to be something in there about it.

Wonder if there is something in consumer act around liability if product malfunctions, like if you blow up someone's rifle

@XR500 - the EPA and WorkSafe have gone out of their way to minimize controls over reloading. Gunpowder has been exempted from stricter controls for a number of requirements that apply to other explosives.

HSNO and Health and Safety at Work (Hazardous Substances) Regulations have minimal controls over regular reloading. You only need to get a Controlled Substance Licence (CSL) when you exceed 15kg of UN0027 / hazard class 1.1D (black powder / gunpowder). That 15kg is permitted provided you have a firearms licence, which you need anyway for any quantity. 15kg is the maximum a PCBU can supply to someone with a FAL. More requires the purchaser to have a CSL. More than15kg of gunpowder also seems to trigger location compliance certificate.

I can't see how these HSNO requirements interfere with reloading unless you have large quantities of powder. You can have up to 25 tons of ammo before a location cert is required, which seems pretty reasonable to me! I'd be more worried about my household insurance not paying out in the event of a fire.
