In the 2506AI I shoot 110 AB's at 3000 for fireform loads and 3300 -3400 full power. I have found that soft 100 grain bullets are a mistake in 25 cal. They will blow up. If you are getting pass through with the 115 BT that is what you want - a blood trail and air blowing through. Like a 243, the base of the neck is a better shot than the shoulder, 25 very easy to shoot accurately. For your case capacity H100V would be my pick

Couldn't get H100v to shoot. Had high expectations of it. R26 was the best of several powders.

I've got the ai version on a old 98 action with a barrel from a long deceased maker from Tauranga i believe (Eagle?). 51.5 of 2209 gives 3300 with a 100 gn and I get 3050 with a 120 using N160. Of the older powder types, N160 is a good powder in this case . 24 inch tube.

As Moa hunter indicated most 87-90 gn pills in .257 cal are very soft and at high speeds you see expansion differences in the 100 grainers. The 117/120 pills tend to penetrate well. Good for bigger deer but poor /slow killers on goats and light pigs etc. I reckon the 120s behave like 130s in a .270W.
