very much so...your brass stays same size as your neck sizing only... you can weigh each charge of powder and seating depth is adjustable....

Yep I've loaded the same load, some in the press and some with lee loader and both shot the same. Use scales to measure the powder not the scoop. It will be more consistent

How I got started and produces some top quality ammo. Its a bit fussy with case wall thickness and bullet type though.
i havnt used a lee loader for over 24 years, so because it neck sizes only- do you have to fun mild loads to make sure the neck sizing will work more times, before having to full length size?
My first 22 hornet reload today. Hit the log at two paces no problem.
Now for some more and run it over the chrony.
I used a full scoop of 2207, don't ask me how many grains that is, it's a home made one from a cartridge case, come with the set.
your results wont be flash without weighing charge in such a small weight sensitive case...it should be well safe IF 2207 is one of powders the scoop is made for...a low to middle of road load.
very easy to weigh your powder charge from spoon and add/remove the tiny bit needed to have it dead right.

when i pulled the 17 hornet cases apart to bring over found the powder that hornady used to be very fine. the 2207 is much coarser so erratically it should pack less volume. got to fire some ppu to bring over the cases(shortage here) then into the whacamole reloading. i know in the old days they filled the case and then ran the leveler over the mouth and seated the projectile, worked then and must work now.
You can get away without, but suggest you lube the neck when you size. Almost any lube will do. I use coco nut oil these days.
