A bullet can 'lift' after leaving the muzzle and this would be due to some uneven shape of the nose. It could travel in a spiral path around the normal flight path or the spiralling path could wander or as in one instance, the bullet spiralled slightly then lifted up over the target. This was in a test with various nose shape alteration on a 22lr, seen on youtube.
What if the projectile never stabilized correctly? Would be possible for an unstable bullet, when leaving the barrel to raise momentarily?

If you hold the gun upside down, it will lift every time you fire.

Tracer is lighter so it impacts higher depending on range. Most guns are zeroed with ball. The beaten zone or cone of fire in most cases compensates for any anomalies with tracer.
Never heard the one about pilots giving up their best form of indication. Tracer is a valuable tool to mark and indicate targets.
Maybe the stuff used by the airforce is different.

I hate the whole, "it's still climbing at 50m," thing. I know what people mean but... I'm pretty new to this whole shooting thing and it's amazing how many people actually think their bullets climb, due to this particular saying.
