If you were going to be reloading and this was solely for varmints, then I'd go for 204 Ruger.
Shouldn't be much more than 223 to reload, almost no kick, be a bit quieter than larger rounds and wont heat up your barrel as quick as other rounds.
17hmr is good but after 150m in the wind it's not easy.
223 is good too, cheap factory ammo, can be used on goats and deer too. But for flat shooting, wind bucking, varmint exploding goodness 204 Ruger would be my pick.
223. Very versatile and accurate. I've got one.
Does everything from rabbits and hares at longer ranges, pest birds, and of course deer and goats .
Very very accurate if you reload.

Use 22-250 or 243
If You are a handloader then use 30.06 with a 120 grains bullet
I'm a big fan of HMR's. Cheap to run and really reliable (for me). Here's what I shoot.
20 > 80 yards = .22LR (usually my subsonic but I also have a HV rig as well)
50 > 150 yards = .17HMR (suppressed)
100 > 250 yards = .223 (non-suppressor for hunting/walk around)
100 > 400 yards = .204 (heavier weight barrel & suppressor for varminting (drive or sit))
The .204 is my favourite varminter but I could understand why .223 would be a solid option for most. I chose both ... because it could.
Keep safe in the hills !!
