Not sure about that, I think people have been charged before for poaching without shooting anything because being caught in the wrong place with a gun was clear enough evidence of intention - its still illegal hunting. Might have changed what the specific charges were though I guess.
Different case when the poachers were off-duty cops though and then there is 'not enough evidence to investigate' or something.

Talk to the police, if you get caught in the forestry around here you get a blanket trespassed from most for couple years. You dont have to shoot a animal to be prosecuted. Still trespassing with a firearm so bye bye license but you need evidence. Like photos etc
If you google the NZ trespass Act there is a fair bit of straight forward reading that explains the process. It is very simple in that the person is served the notice which lists the property address and must stay off the property(ies) for two years.
I have always given a copy of the notice to the Police and kept one for myself
Collective trespass notices simply need to ensure all the parties (landholders) have signed up to some sort of collective agreement.
Pubs in certain areas do it quite often, as do shopping malls
